Jim Hemmington, Director of Procurement, BBC

Responsible for the external spend of £1.5bn per annum on goods and services, including outsourced service contracts involving Transmission, TV Licensing and Technology, Jim is an expert on contract management and implementing ongoing best practice in public-private outsourcing relationships.

Ryan Creighton, Head of Donor Services, NHS Blood and Transplant

Ryan is responisble for the team that delivered the NHS's latest Blood Donor Channel strategy. Through the close management of multiple service providers spanning numerous fields, Ryan's team successfully oversaw the creation of the number one blood servicing portal in the world, winning the NOA Professional Award for "Excellence in Supplier Management" last year.

Rose Younger MCIPS, Public Sector Commercial Consultant

Rose has had a diverse 30-year career which has seen her make the switch from successful entrepreneur over to the public sector. She has been Managing Director of an SME, as well as MD for a division of a market-leading Automotive PLC provider, giving her expansive experience of outsourcing in both sectors.

Nick Blane, Partner, Eversheds

Head of Eversheds' Public Sector IT Projects team, Nick specialises in advising on large-scale IT procurements, ICT and BPO outsourcing, and strategic/transformation partnership projects. He acts for a wide range of public and private sector clients.

Chris Halward, Director of Professional Development, GSA

Boasting decades of first-hand outsourcing experience, Chris oversees all of the NOA's professional development courses, programmes and qualifications, delivered across both the public and the private sector. He also led the initiative to establish the first university-accredited series of qualifications for outsourcing professionals.

Paul Carter, Department Engagement Lead, Department of Work & Pensions

Paul works as part of the DWP's commercial function, heading up commercial account management within the department, as well as leading its engagement with Crown Commercial Services.

Adam Fineberg, Director, Growth Coalitions Ltd & Expert Advisor on Public Services

Adam is a leading advisor on Government Services. He has driven public service reform efforts and designed required, integrated service delivery models over the last 15 years. He helps private sector clients consider how they can support public service reform in a way that opens up new and changing opportunities for their products and services.

David Ball, Director, Objectivity

David has worked on both the “client” side and “supplier partner” side of selling, operating, buying and transforming IT Outsourcing services and solutions. On the supplier partner side, David received many plaudits for his work at Logica / CGI transforming difficult customer relationships and leading turnaround programmes for key clients. 

Richard Cribb, Managing Director, Ofsure

A qualified IT and finance professional, with over 35 years experience in business and relationship management. He has considerable experience in the development of significant outsource relationships in a FTSE 20 utilities company, and over 11 years experience of developing supplier framework agreements and commercial negotiations to deliver some of the largest IT programmes in utilities. 

Ian Hucker, Ofsure

Ian has over 34 years experience working in the utilities sector where he has managed major business change and IT transformation programmes utilising a wide range of market-leading technologies and delivery processes. He has also worked extensively with multiple offshore partners and has a proven track record of delivering projects on time and to budget.
